Can I have multiple employee accounts?

It's only against the rules if they exist in the same branch. The problem is getting proof. Only OLC / NBC would be able to track IP addresses to determine if a group/pair of accounts all login from the same IP address.
So to answer your question, you can post your suspicions all you want, but there is no way any of us as users can "prove" a clone exists and is against the rules.
If an account were to have an offensive name it could be flagged, but otherwise I'm not sure that there is much that can be done.

I think corporate could clear up a lot (if not all) of the controversy and confusion about how big of problem people having clones in the same branch to help win branch votes is if they released complete branch voting data for 3 or more of the 2.0 tasks. Then we could all analyze the data and see what branches, if any, have a lot of otherwise inactive people voting for the same person's entry every time. There would obviously be privacy implications to consider if this was done, but personally I'd like to know how big of problem clones in the same branches really is, even if it means everyone finds out who I voted for in branch votes.
