Actually, it is usually awarded to the branch that has the highest average $Bs per employee as it would very difficult to catch Rochester in their tremendous total $Bs.

That was the case in DMI 2.0. In 1.0 there were awards for total SBs and average SBs.
Using average SBs in 3.0 as the determining factor for BotY is a questionable strategy. With such small branches, one mediocre employee can make a big difference. Would it be fair for a branch with 5 high-performing employees to beat out a branch with 10 high-performing employees and 1 mediocre employee? That's what would happen if average SBs was the sole determining factor.
I suspect that DMI will use the 1.0 model again this year, but don't be surprised if the smallest branch takes home the average SB trophy.
